Mount Morgan, a historic mining town 40km south of Rockhampton nestled within the Dee Range, had been facing severe water security issues for many years.

The town’s primary water source, the No. 7 Dam, had become increasingly unreliable, especially during prolonged dry periods. The local community and businesses were at constant risk of water shortages, impacting the town’s sustainability and viability as a key tourist destination in the region.

Relying heavily on water carting from Rockhampton during 2021-2024, the Rockhampton Regional Council recognised the need for a sustainable and long-term solution to provide the town with a reliable water supply.

The challenge was to design and construct a pipeline that could transport water over 28 kilometres of rugged terrain, ensuring a consistent and secure water source for the local community.

Mount Morgan’s landscape is defined by steep hills, deep valleys and rocky outcrops –all of which pose significant challenges for infrastructure development. Constructing a pipeline through such challenging terrain had to account for elevation changes between Gracemere and Mount Morgan, with the pipeline needing to ascend from the lower plains up to Mount Morgan’s elevated plateau of approximately 340 metres above sea level. This necessitated the installation of powerful pump stations capable of pushing water uphill as well as durable piping that facilitated high-pressure water pumping.

Timing is everything for large projects like these, especially in rural settings. We worked closely with the project’s team to both source and supply durable and appropriate materials for the terrain well in advance, helping to avoid any disruptions to construction.

Leveraging expertise for a phased project execution

Clover Pipelines played a crucial role in addressing Mount Morgan’s water security issues by supplying essential materials for the construction of the 28-kilometre water pipeline. This pipeline – sourced from Saint-Gobain PAM and constructed from 4,999 lengths of 250mm ductile iron pipe with a unique 200-micron zinc coating – was designed to ensure durability and reliability.

The ductile iron pipe was chosen for its durability and ability to handle high-pressure water volumes – critical for meeting the demands of the challenging terrain – while Clover worked closely with the project’s principal contractor, to ensure custom-made fittings, valves and accessories were available prior to and during construction.

Both due to the size of the project and to ensure the project met its strict delivery timelines, Clover sequenced a staged delivery of piping from Brisbane to the region well in advance of construction. With logistics centres across the country, Clover is able to store materials to ensure products are both available at any stage of a product as well as to ensure the successful delivery to regions. Following stringent quality assurance processes, Clover relied on its knowledge and experience from similar regional projects to avoid roadblocks to the Mount Morgan project’s rollout.

The completion of the Mount Morgan Water Pipeline Project has delivered a critical infrastructure solution for the town. The new pipeline ensures a consistent and reliable water supply, mitigating the long-standing issue of water shortages, supporting the town’s current and future needs and avoiding the financial burden of long-term water carting.

The project has been hailed as a significant success for the Rockhampton Regional Council, highlighting their commitment to improving the quality of life and infrastructure for their communities. This successful delivery has led to further engagements between Clover and the region.
