Ensuring safe water supply for Fiji’s largest urban population
Fiji’s largest urban area, the Greater Suva-Nausori region, continues to see increases in population density. Fiji’s overall annual population growth rate is 0.7 per cent but this region sees a growth rate of 1.5% per year, requiring innovative solutions for ensuring future water security.
The Waila Offtake Water Supply Scheme plays an important role as an additional component of the Rewa River Water Supply Scheme (RRWSS), which Clover has been instrumental in supporting. It is designed to enhance water distribution in the region and address existing bulk water shortages.
In 2016, the Water Authority of Fiji (WAF) planned to connect a new pipeline to the existing system along Lal Singh Road in Nausori. During construction, a blank 900mm flange was installed near the Waila Treatment Plant to support future connections. WAF developed the Waila Offtake Water Supply Scheme as part of this, allowing for the installation of a pipeline to channel a portion of the wider system’s 40 million litres per day for processing at the Waila Treatment Plant. This connection is crucial for maintaining adequate water levels at the Wainibuku Reservoir, which supplies parts of Suva along with the Tamavua Reservoir.
Following the success of its work in the Rewa River Water Supply Scheme, Clover worked closely alongside WAF and Sinohydro HDEC Joint Venture to plan, source and supply additional pipelines.

For large infrastructure projects like these, HDPE is deliberately chosen for applications that require resistance to high pressures. With a system that needed to unlock over 40 million litres of water per day, Clover sourced and supplied pipes as well as flowmeters and Pressure Reducing Valves.
In a mountainous region, Clover supplied over 26km of pipeline during the height of Covid-19 lockdowns. The successful completion of the pipeline installation for the Waila Offtake Water Supply Scheme reflects the growing presence Clover has in the wider region as a preferred supplier of choice.
